Wyoming 4plexes: House Hacking in Wyoming

Wyoming, home to Cheyenne, Casper, and Laramie, offers a high-plains setting for house hacking with a fourplex. Cheyenne is the state capital and largest city, Casper anchors the central part of the state, and Laramie is home to the University of Wyoming, giving buyers renter demand from government, energy, and education.

Why Consider a 4plex in Wyoming?

Local Advantages

With approximately 589,000 residents (U.S. Census Bureau estimates, July 1, 2025), Wyoming is the least populous state, and its rental market concentrates in Cheyenne, Casper, and Laramie. Cheyenne benefits from state government and nearby military employment, Casper from the energy industry, and Laramie from the University of Wyoming.

Wyoming landlord-tenant rules are set out in the Wyoming Residential Rental Property Act and are often described as relatively landlord-friendly, but notice and deposit procedures still must be followed. Wind, hail, and long winters affect insurance and maintenance costs on the high plains, and energy-industry cycles can move local renter demand, so buyers should underwrite conservatively and check local conditions.

Financing a Wyoming 4plex

If you plan to live in one unit, you may qualify for residential loan programs (including FHA) with lower down payments than commercial financing requires.

FHA loans are a federal program, and FHA loan limits for four-unit properties are set at the county level, not the state level, so the limit that applies depends on the county where the property sits. A lender familiar with four-unit properties in this state can confirm the county limit and the owner-occupancy rules. For down-payment help, check the state housing finance agency: whether a program allows four-unit properties varies by program, so confirm four-unit eligibility before counting on any assistance.

Loan and Down Payment Programs in Wyoming

Wyoming's state agency is frank about what its flagship product is for, and a four-unit buyer should take that frankness at face value.

At the national level, five programs come up again and again for an owner-occupied four-unit purchase. FHA is the workhorse: HUD describes FHA financing as available on 1-4 unit properties with a down payment as low as 3.5% of the purchase price, and you must live in one unit. VA-backed purchase loans offer eligible veterans, service members, and qualifying surviving spouses financing with no down payment when the price does not exceed the appraised value, and a four-unit purchase with the buyer living in one unit is within the program's property scope, subject to lender confirmation. A standard conventional loan can also finance an owner-occupied four-unit building, but do not assume the 3% down terms advertised for one-unit homes apply here; the down payment for a four-unit conventional purchase is set by the lender and the loan program, so get it in writing. Fannie Mae HomeReady is a conventional option for buyers at or below 80% of area median income, with Desktop Underwriter financing up to 95% loan-to-value for 2- to 4-unit principal residences. Freddie Mac Home Possible is the parallel conventional option, also aimed at buyers at or below 80% of area median income with down payments as low as 3%, and it lists properties of up to four units where the buyer occupies one of them.

The Wyoming Community Development Authority's homebuyers page describes its Standard First-Time Homebuyer product as a low fixed-rate, 30-year mortgage for buyers who have not owned a primary residence in the last three years, with purchase-price and income limits and required homebuyer education. The same page describes that product's property scope as single-family homes, with no option for rental income. WCDA's HomeStretch down payment assistance pairs with the First-Time Homebuyer, Spruce Up, and Edge products, and its amortizing assistance pairs with Advantage. 4plex fit: no for the Standard First-Time Homebuyer product as published, and unconfirmed for HomeStretch on a four-unit purchase โ€” because the flagship product is single-family and excludes rental income, do not count on WCDA first-mortgage financing or its assistance for a 4plex until a WCDA participating lender confirms otherwise in writing. WCDA's Advantage and HFA Preferred conventional products are the ones to ask about for a four-unit owner-occupied purchase, alongside the national programs above. Wyoming's Mortgage Credit Certificate is a separate tax-credit tool worth asking a lender about.

How Many Cities Are in Wyoming?

Wyoming has 99 incorporated municipalities โ€” 19 first-class cities and 80 towns. Wyoming law draws the line at 4,000 residents: places at or above that threshold are first-class cities, and smaller places are towns. Cheyenne, Casper, Laramie, Gillette, and Rock Springs are the five largest, and they hold most of the state's multi-unit stock; the other 94 municipalities include ranching towns and energy towns where a four-unit building may be the only multi-unit property for miles. How Many Counties Are in Wyoming?

Wyoming has 23 counties, governed by boards of commissioners that carry most local government outside the incorporated cities and towns โ€” law enforcement, road maintenance, and public health across vast unincorporated areas. For a four-unit buyer, the county line matters because WCDA purchase-price and income limits are published by county, Teton County around Jackson sits under markedly different limits than the rest of the state, and FHA four-unit limits are likewise county-level. Fire Insurance Costs in Wyoming

Bankrate's August 2025 state averages, as compiled by The Hartford, put the average annual homeowners insurance premium in Wyoming at $1,306. That middle-of-the-pack figure blends three different Wyoming risks: hail and severe wind on the high plains, wildfire in the foothills and forested west, and winter storm losses statewide. Hail is the recurring surprise โ€” Wyoming sits in hail alley, and a single storm can damage roofs across a whole town, which is why roof age and hail-resistant material show up explicitly in quotes. A four-unit building with a large roof area should be quoted with its roof age and material front and center, and a buyer in wildfire-prone country should ask about defensible-space credits.
