Utah 4plexes: House Hacking in Utah

This page provides educational information only and does not offer brokerage services in Utah.

Utah, anchored by Salt Lake City, Provo, and Ogden along the Wasatch Front, offers a practical setting for house hacking with a fourplex. Steady demand for rental homes near technology, health care, and university employers, combined with residential financing for an owner-occupant, makes a four-unit property a realistic way to live in one unit and rent the others.

Why Consider a 4plex in Utah?

Local Advantages

With about 3.5 million residents (U.S. Census Bureau estimates), Utah is one of the faster-growing states in the country, and most of its population lives along the Wasatch Front, the urban corridor running from Ogden through Salt Lake City to Provo. St. George in the southwest is another growing market. A well-chosen 4plex can generate meaningful income from the rental units while you live in the fourth.

Utah has no statewide rent control, and state law restricts local governments from enacting rent control, so rent levels are generally set by the market and the lease. On the cost side, winter snow loads and the Wasatch Front's known earthquake risk make roof condition and structural soundness worth a close look when inspecting any four-unit property here.

Financing a Utah 4plex

If you plan to live in one unit, you may qualify for residential loan programs (including FHA) with lower down payments than commercial financing requires. FHA is a federal program, and FHA loan limits are set at the county level, not the state level, so the limit that applies depends on the county where the property sits. Down-payment assistance programs vary: buyers should check their state housing finance agency, because whether a given program allows four-unit properties varies by program. A lender familiar with four-unit properties in the area can walk through the owner-occupancy rules and the paperwork involved.

Loan and Down Payment Programs in Utah

The national programs come first for a Utah four-unit buyer. FHA allows a down payment as low as 3.5% of the purchase price on 1-4 unit properties, with a self-sufficiency test on three- and four-unit purchases. VA-backed purchase loans require no down payment when the price does not exceed the appraised value, charge no private mortgage insurance, and can buy a home with up to four units when the borrower lives in one. Standard conventional financing covers owner-occupied four-unit homes with a larger down payment than a one-unit purchase. Fannie Mae's HomeReady and Freddie Mac's Home Possible both advertise down payments as low as 3% with income at or below 80% of area median income, but both write that 3% figure for one-unit homes — a four-unit purchase needs more down, so confirm the terms with a lender.

Utah's housing finance agency, the Utah Housing Corporation (UHC), lends only through approved participating lenders, and its current lineup needs careful reading because older guides are stale. FirstHome, for first-time buyers with a minimum 660 credit score, carries UHC's lowest interest rate and pairs with a down payment assistance second mortgage of up to 6% of the first mortgage; an FHA/VA mortgage option serves buyers with scores of 620 or higher, including repeat buyers; and a Freddie Mac HFA Advantage option for scores of 680 or higher is the interesting one for this page, because Freddie Mac's own product description says HFA Advantage eligibility now extends to two- to four-unit properties — a possible path for a four-unit purchase, though multi-unit terms and current availability must be confirmed with a UHC lender. Two cautions: UHC's current listings mark the older HomeAgain, Score, and NoMI programs as temporarily suspended, so do not plan around guides that still describe them as live; and published property descriptions for FirstHome list detached single-family homes, FHA-approved manufactured homes, and planned-unit developments, with no four-unit type listed — one third-party summary also notes a condition that no portion of the property may be rented during the loan term, which would conflict with living in one unit and renting the others. Treat UHC assistance as unconfirmed for a four-unit purchase until a UHC participating lender confirms otherwise. Separately, Utah's First-Time Homebuyer Assistance Program offers a 0% interest deferred loan, but only for newly constructed, never-occupied homes subject to a purchase-price cap, so it does not fit an existing four-unit purchase.

How Many Cities Are in Utah?

Utah has 248 incorporated municipalities, according to the Utah League of Cities and Towns' directory listing. Treat that figure as current-but-moving: published counts vary — other sources cite 245 to 257 — because new cities keep incorporating along the Wasatch Front, and directories update at different times. The count covers incorporated cities and towns only. Source: Utah League of Cities and Towns directory listing.

How Many Counties Are in Utah?

Utah has 29 counties, from Salt Lake County, the state's population center, to Daggett County, its smallest. The county count is stable and undisputed, unlike the municipality count, and counties handle the property records, tax assessments, and loan-limit lookups that matter to a buyer. Fire Insurance Costs in Utah

Utah's average annual homeowners premium was $1,319 at the end of 2025, according to Insurify's 2026 price projections — among the cheapest state averages in the country, with a modest further rise projected for the end of 2026. Wildfire risk in wildland-urban interface areas is the main upward pressure, particularly for homes backing onto foothills or canyons; outside those areas, Utah's low storm and hurricane exposure keeps pricing down. Insurify's average reflects a typical single-family home's dwelling coverage; a four-unit property will price differently, so get a quote for the actual building.
