South Dakota 4plexes: House Hacking in South Dakota

South Dakota, home to Sioux Falls and Rapid City, offers a straightforward setting for house hacking with a fourplex. Sioux Falls is the state's largest city and economic center, Rapid City anchors the western part of the state near the Black Hills, and Pierre is the state capital.

Why Consider a 4plex in South Dakota?

Local Advantages

With approximately 935,000 residents (U.S. Census Bureau estimates, July 1, 2025), South Dakota's rental demand concentrates in Sioux Falls in the east and Rapid City in the west, with the state capital of Pierre between them. Sioux Falls draws health care and finance employers, while Rapid City benefits from tourism to the Black Hills and nearby military employment.

South Dakota landlord-tenant rules are set out in state law and are often described as relatively landlord-friendly, but notice and deposit procedures still must be followed, so buyers should review the current rules before purchasing. Insurance and maintenance reviews should account for hail, severe summer storms, and long winters, all of which are part of owning property on the northern Plains.

Financing a South Dakota 4plex

If you plan to live in one unit, you may qualify for residential loan programs (including FHA) with lower down payments than commercial financing requires.

FHA loans are a federal program, and FHA loan limits for four-unit properties are set at the county level, not the state level, so the limit that applies depends on the county where the property sits. A lender familiar with four-unit properties in this state can confirm the county limit and the owner-occupancy rules. For down-payment help, check the state housing finance agency: whether a program allows four-unit properties varies by program, so confirm four-unit eligibility before counting on any assistance.

Loan and Down Payment Programs in South Dakota

South Dakota's headline program launched just weeks before this page was written, so timing matters here as much as eligibility.

At the national level, five programs come up again and again for an owner-occupied four-unit purchase. FHA is the workhorse: HUD describes FHA financing as available on 1-4 unit properties with a down payment as low as 3.5% of the purchase price, and you must live in one unit. VA-backed purchase loans offer eligible veterans, service members, and qualifying surviving spouses financing with no down payment when the price does not exceed the appraised value, and a four-unit purchase with the buyer living in one unit is within the program's property scope, subject to lender confirmation. A standard conventional loan can also finance an owner-occupied four-unit building, but do not assume the 3% down terms advertised for one-unit homes apply here; the down payment for a four-unit conventional purchase is set by the lender and the loan program, so get it in writing. Fannie Mae HomeReady is a conventional option for buyers at or below 80% of area median income, with Desktop Underwriter financing up to 95% loan-to-value for 2- to 4-unit principal residences. Freddie Mac Home Possible is the parallel conventional option, also aimed at buyers at or below 80% of area median income with down payments as low as 3%, and it lists properties of up to four units where the buyer occupies one of them.

South Dakota Housing's First-Time Homebuyer Program is a fixed-rate mortgage for buyers who have not owned a home in the past three years, with income limits and a purchase-price ceiling, and the agency also runs a Repeat Homebuyer Program for buyers who do not meet the first-time definition. In October 2026 the agency announced Give Me Five, a limited-time program opening November 2, 2026, offering down payment assistance equal to 5% of the first mortgage amount as a second mortgage with no monthly payments, forgiven after five years of owner occupancy. 4plex fit: unconfirmed for the state programs — South Dakota Housing's published first-time-buyer answers state that the agency can only finance the residence and the land reasonably needed to maintain it, and that the land cannot provide a source of income, which raises a direct question for an owner-occupied four-unit purchase. Do not assume Give Me Five or the First-Time Homebuyer Program covers a 4plex; ask a participating lender to confirm four-unit eligibility in writing before counting on either. The national programs above remain the confirmed four-unit routes in South Dakota.

How Many Cities Are in South Dakota?

South Dakota has 310 incorporated municipalities — 157 cities, 152 towns, and 1 village — which is a large number of small places for a state of under a million people. The split between city and town turns on population and form of government, not on size alone, and most of the 310 are small: Sioux Falls, the largest municipality, holds a large share of the state's population, while the smallest incorporated place has a single resident. For a four-unit buyer, the practical meaning is concentration — Sioux Falls, Rapid City, Aberdeen, Brookings, and Watertown hold most of the multi-unit stock, and a search across all 310 municipalities would mostly turn up single-family homes and small-town main streets. How Many Counties Are in South Dakota?

South Dakota has 66 counties, divided by the Missouri River into the East River and West River halves that South Dakotans still use as shorthand for two different economies and climates. County matters to a four-unit buyer here because South Dakota Housing income limits vary by county and household size, and because FHA four-unit limits are county-level: Minnehaha County around Sioux Falls and Pennington County around Rapid City sit under different limits than a rural county where comparable four-unit sales are scarce. Fire Insurance Costs in South Dakota

Bankrate's August 2025 state averages, as compiled by The Hartford, put the average annual homeowners insurance premium in South Dakota at $3,112 — the highest figure in this batch. The driver is not fire in the usual sense but severe weather: hail, high wind, and tornadoes across the plains, plus winter storm losses, have made South Dakota one of the most expensive states to insure a home in. Hail-resistant roofing, a newer roof, and documented roof age are among the few levers a buyer has, and a four-unit building with a large flat or low-slope roof deserves a specific hail conversation with the insurer.
